Nebraska Providers Free to Choose Another Vendor

Nebraska has chosen to implement an open vendor model, which means that providers are allowed to use any compliant EVV vendor as long as it can interface with the state’s EVV system. Providers will have to cover any costs involved in developing the interfaces between systems. They may also choose to use the state’s system.

Nebraska has not announced which vendor it will contract with for the state system.

Programs Affected: Personal Assistance Services (PAS), AD Waiver Chore and Respite, as well as certain other services for people served by the Division of Developmental Disabilities, such as Adult Companion, Homemaker and In-Home Residential

Arkansas State EVV Updates

Arkansas Providers On Edge While DHS Deliberates EVV Vendor

Arkansas has chosen to use a state-mandated external vendor, but has not yet chosen a vendor.

The Arkansas Department of Human Services (DHS) solicited RFPs on January 8, 2018. Deadline for responses was January 17, 2018. The contract is for a minimum of one year and a maximum of 7 years. The state has not awarded the contract to a single vendor yet.

Programs Affected: Personal Care services, self-directed personal assistance services and attendant care services, home health services (including home health nursing, home health aide and therapist services), homemaker or chore services

Hawaii Pushes Back EVV Deadline

The Hawaii Department of Human Services estimates the start date for EVV implementation will occur after the federal deadline of January 1, 2019. The state has submitted its concerns with the deadline to CMS.

DHS announced that providers will use an EVV system approved by the Med-QUEST Division, but has not yet chosen the system.

Programs Affected: Personal Care Services (PCS) provided in the home and the community, nursing services provided in the home and community, home health agency services – EVV for Self Direction/Consumer Directed Services program is still under discussion

Maine Asks Providers to Complete Survey by June 25th

Maine has released a provider survey to determine how prepared providers are for the EVV mandate and whether they have questions or concerns. The deadline to complete the survey is June 25th.

The state plans to offer an EVV system and allow providers to choose any system that integrates with it. Three regional public forums will take place this summer and provider training will start in the fall.

Programs Affected: Consumer directed attendant services, community support services, HCBS for adults with brain injury, HCBS for the elderly and adults with disabilities, rehabilitative and community support services for children with cognitive impairments and functional limitations, support services for adults with intellectual disabilities or autistic spectrum disorder, home health services, private duty nursing and personal care services, home and community benefits for the elderly and adults with disabilities

Arizona Considers State-Mandated Vendor

Arizona is leaning towards a state-mandated external vendor.

The Arizona Health Care Cost Containment System (AHCCCS), the state’s only Medicaid agency, issued an EVV survey to providers on February 21, 2018. Following that, AHCCCS issued an RFI for vendors to see what software options already exist. The state has not chosen a vendor yet.

Programs Affected: Non-skilled, in-home services (attendant care, personal care, homemaker, habilitation, respite)

Still No Word on EVV From These States

Time is ticking steadily towards the federal EVV implementation deadline, but several states have not released information. Among these states are Delaware, IdahoIowa, KentuckyNew Hampshire, South Dakota, and Vermont.

Georgia Allows Alternative EVV Systems

The Georgia Department of Community Health (DCH) provides a state-wide EVV solution and encourages all providers to use it. However, DCH allows providers to use any other system as long as it integrates with the state system. Alternative systems must:

  • Collect visit data
  • Have GPS functionality
  • Send visit information to the state’s EVV system in near-real time

DCH has not yet chosen a vendor to provide the state-wide EVV system.

California Releases RFI to EVV Vendors

The California Department of Social Services announced that the state has not decided how or when it will implement an EVV solution. The state released an RFI in February 2018 to collect information from EVV vendors.

Right now, California is focusing on EVV for personal care services, since the 21st Century Cures Act states that home health care services do not need EVV solutions until 2023.

Pennsylvania Lays Out Short- and Long-Term Plans

The Pennsylvania Department of Human Services (DHS) received stakeholder input to understand how providers currently use EVV and what kind of impact statewide implementation might create. The process revealed that many providers already use EVV systems, so Pennsylvania decided an open vendor model is the best approach, at least at first.

The state plans to reach compliance by January 1, 2019 by using an aggregator system to receive data from providers’ existing EVV systems. That system will also provide EVV capabilities to providers that do not have a system in place. In the long term, DHS will consider procuring a state contract. DHS has already released an RFI to potential EVV vendors.

The state is asking providers to complete a survey to inform future EVV implementation decisions.

Wyoming Seeks Information from EVV Vendors

The Wyoming Department of Health released a Request for Information (RFI) to EVV vendors on March 1, 2018. Vendors have until March 30th to respond. No further information has been released.
